What does it mean when a order is

"Queued" means customer selected to pay by phone/fax/check/Money Order and etc. Generally means order was successful but not paid for yet.

After you get paid - you should update order status to "P" - Processed (customer will get confirmation by email) and after it was shipped to "C" - Completed.
